We are using Odoo 12 community version, with module recruitment and wanted to import bulk resumes and users.
Is there any specific format to import or any documentation with the same.

you can use odoo export and import functionality.

As Murugan said you can use standard odoo import/export functionality. And to export and for format best way create one applicant and export it, you can get the format. Now you can fill the data in that format and re-import.

I cannot see the export option for existing candidates. Do i need to install some package/apps..
Make sure that the module named Base Import is installed in the database
