Odoo 12 Project modules can i add in it?

Question

for example i want to build a construction erp and they need like requesting for labor machines tools and other and i want it all in the project page after the manager accept the request for each like it gives the total cost for each

for example i need two men working on the site so ill be requesting for labor as so after the manager approve it will appear the total on the project page and the same for the other

Yes you can achieve this, by customisation, What actually you need to do is,
You can add approval process like purchase order, So when manager approve request, then they need to give total cost.
But also you can use sales module and add labor as service product, and create sale order of that product there you can define labor cost and all other details.
