While there is no official release of the minimal hardware requirements I can tell you you could run a Ubuntu VM on 512MB RAM and one/two CPU's.
I'd recommend you to use 1GB of RAM or more though, otherwise the machine might eventually run out of memory or become to slow. Anything from 1GB or higher will work just perfect.
