There is a sequence number under the sales tab in Odoo 8, but I could not find it in version 9.

It should be available out of the box, because an issue in 8.0 was fixed for 9.0 and later, see https://github.com/odoo/odoo/commit/43c544f8a8897a73888de71f140fe4359359580e
