Inventory - Exclude QTY on Hand for external Location

Question

Hello,
Following issue:
We ship raw materials to external manufacturer and we want to keep track of raw materials that we shipped and how many external produced Products are in forecast.
We do following:
Stock Picking (Delivery Order) from Our Warehouse to Partner Warehouse
Manufacturing Order, products get consumed and finished products are created in Partner Stock
Problem
Stock is being already added to QTY on Hand even Products are not in our warehouses, yet.

How to exclude external

If you are managing the external location as type internal, it will be treated as warehouse location.
For the external location, you should set the virtual type of location.

You can define re-ordering [1]  rules to set min - max qty for the product. You can either buy or manufacture the product but cannot do both.

Thank you for your response.
The external location is already set to "Transit Location", I also tried "Vendor Location", but then the raw materials are not removed, the problem persist anyway.
I think it is a bug. Checking the code it is supossed to only show qty in stock with "internal location".
