I want to hide the existing Contacts and Discuss menu for all the users and show it to few user alone.How to do this?

You can use it by overwriting the menu group as below.First create a new group as menu_invisible(you can give any group name) and use it in as below.
<record model="ir.ui.menu" id="contacts.menu_contacts">
<field name="groups_id" eval="[(6,0,[ref('menu_invisible')])]"/>

Like this do the same thing for Discuss menu as well.
We can add active False to the contact menu.menuitem id="module.menu_id" active="False"
