Is it possible to force the use of 2fa? Also, if once enabled is it possible to NOT disable it on per user basis?
The idea is to enable it and make sure it stays enabled without each individual user easily able to disable it.

You can write an automated action in the database, such a way that it will return back to enabled if user tries to disable it.
