I want my portal user to have an option to raise the ticket. But when given the login, there is no option to raise the ticket is coming. 

What i am doing wrong. Are there some extra steps which i need to provide the access to raise the tickets.

Are the website and helpdesk apps installed in the DB?
You would need to create a website form for ticket submission
