If you are using odoo enterprise edition, you can upgrade the db using the odoo upgrade service and if you are using the community edition, the commonly used option is open upgrade, but as you mentioned, you have migrated the db, i believe you are using Enterprise, correct me if am wrong.
So as the db is migrated and you are facing the issue at restore step, see the odoo log, if there is any information regarding the error. Also to ensure the db and modules are migrated to 17.0
Regarding apps, you can create a fresh db in 17 and try installing the apps and see if all is good and okay.
