i have face some issue when i restore the database of odoo 15 to odoo 17 the rise error "error Database restore error: Couldn't restore database ". I also upgrade all the custom module its already run in to our new database which i make in odoo 17.
If its an Odoo Enterprise Database, did you run it through the upgrade script?

If you are using odoo enterprise edition, you can upgrade the db using the odoo upgrade service and if you are using the community edition, the commonly used option is open upgrade, but as you mentioned, you have migrated the db, i believe you are using Enterprise, correct me if am wrong.
So as the db is migrated and you are facing the issue at restore step, see the odoo log, if there is any information regarding the error. Also to ensure the db and modules are migrated to 17.0
Regarding apps, you can create a fresh db in 17 and try installing the apps and see if all is good and okay.
