example : odoo 10 with PostgreSql 9.6
how about odoo 11, odoo 12 and odoo13?

It has no restriction on PostgreSQL version. However, I suggest you to use PostgreSQL 9.6 or above. Personnaly I use PostgreSQL 11 for all my Odoo version (8, 9, 10, 11, 12 and 13) without problem.
