Hello Jingbo Wu,
I have checked for the version 16 and here are my findings.
You can customize the font size of Live Chat by overriding the SCSS class as shown in the example below and adding your SCSS file to the asset bundles 'web.assets_frontend' and 'im_livechat.external_lib'.
