i find digits for sequence keeps changing for different menuitem tags.. what does it conveys

It's because you can sort your menuitems with that.
For example:
- Quotations (sequence=2)
- Sales (sequence=4)
If you want to add the menu before Quotations you can give your new menu a sequence < 2
It's only to order menuitems.
