UOM conversion Issue
Actually the case is that we have product A which has Sale UOM as Units and
Purchase UOM is Pack of 25 (25 units in one pack).
We are using MTO + MTS. I have zero stock for product, Suppose I want to order 5 qty for product A. So, whenever PO is raised it shows 0 qty of Pack of 25 we want it to 1 qty of Pack of 25

Maybe you need to have replenishment rule defined for product A 0,0,1 with pack of 25 as unit.
Assuming that you come across this situation only when PO is triggered through MTO or buy routes as in a manual PO you would make an order for 1 unit (pack of 25)

Try changing rounding precision from 1.000 to 0.0100
I tried that already, it shows 0.250 qty in PO after this.
