Quote process on Odoo 8

Question

Hello,

I'm newly using Odoo 8 and I'm trying to make the quotation process as following :
1- sales person creates lead --> opportunity
2- once opportuinty is confirmed I need a purchase dept. user/manager to handle the quotation process instead of sales, is this possible ?

Yes, if you grant the necessary sales access rights to your purchase users.

I was looking for a way to move an opportunity object to purchase person to fill in the prices as logically I dont want the sales or purchases employees to have access to both customers and vendors lists , does this make any sense ?
Sorry if my questions are naive .
