I have input some inventory on hand quantities for some product in Odoo Inventory section with one user. When I login with another user the quantity appearing to those products are 0. Why ?

Hi Jake,
I checked already this point. Indeed we have two companies A and B registered in the system but the product were edited by Admin under company A with inventory value X, later when user login and is allowed and belonging to company A, the inventory is still not sync in between.

One of the main reasons for this kind of discrepancy is multi-company settings. If the stock belongs to one company and you sign in as a user from another, you will no longer see that stock.
