How to trigger two transfer orders by a single SO

Question

Hello experts,
i have a business case like below:
1. factory sends goods(with pallets) to customer's store
2. pallet is own by factory, it is reusealbe resource
3. Store has send pallet back to factory when truck arrives at next time, if store didn't return pallets, they need to pay for the cost of pallet.
when SO triggering delivery order,  i want to create a blank transfer order for scan pallet SN when warehouse operator pick the goods.

please help..

Create a push to rule from customer location to stock location and enable this route for pallet.
On the SO add pallet qty used for the delivery. This would create a delivery order as well as a receipt operation for pallets.
