Major version upgrades (ie 7.0 -> 8.0) are not a built-in nor are they a free service provided by odoo. You can pay odoo for their migration service or you can participate in the OpenUpgrade project (documentation) which is a community driven free project.
Hi jc, the migration is offered as service by odoo sa in the normal contract.
But there is some projects like https://doc.therp.nl/openupgrade or https://pypi.python.org/pypi/anybox.migration.openerp that can help you to migrate data from a release to another.

If I'm on the Odoo hosted solution, not a self-hosted install, how would I run the open upgrade scripts to migrate from V7 to V8? All the documentation I could find refers to self-hosted installs.
if you are on a hosted solution you probably pay someone to manage your odoo. And that service provider should be in charge of taking care of upgrading your odoo from 7 to 8
