How to install python library on windows without command line ?

Question

am using odoo on windows , when tray to install website app it blocks with raising issue popup tiling me that , cannot complete without install some Kinde of python package
and i want to do so without using the command line

Unable to install module "social_push_notifications" because an external dependency is not met: Python library not installed: google_auth

Down load the library from \https://pypi.org/project/google-auth/
and put it's source in python path
