I want to migrate my database that contains documents and attachments, but I'm unable to do so. Is there a method or a function that can perform this task between versions 16 and 17?

If you have odoo license, you can use their upgrade at :
And if you do not have one, just use oca https://github.com/OCA/OpenUpgrade
Hi,
Export the attachment from the ir.attachment model
Can add required fields - must add a data field value
Open the Import record menu
upload the file
Test the records and import the values
