I have the same question than the one asked in the link below but it concerns Odoo 12. As the resolution seems totally different,I preferred to ask a new one.

In Odoo version previous 12, it was possible to customize the address format.
You had to go to
sale -> configuration -> address book -> localization -> country with technical data enabled.

This option is no longer possible in Odoo 12 due to the new interface. How can I place the zip code before the city in quotation or purchase order? I am currently using Odoo 12 community edition.

Hello,

Activate developer mode and install the module "Contacts". The localization menu moved into Contacts menu.

So go to menu Contacts -> Configuration -> Localization -> Countries. select your country and into that change the address format.

Change of the address format didn't change. It's visible however only when you activate the developer mode.
