Is it possible to migrate data from odoo 13 to 16. I'd appreciate if anyone could explain it.

Yes this is possible. If you are using Odoo Enterprise, you can utilize the upgrade service provided by the Odoo.

And if you using the community edition, you may have to depend on the Open upgrade provided by the OCA, you can find the more details about it here: https://github.com/OCA/OpenUpgrade

Yes, you can migrate your Odoo from Odoo v13 to Odoo v16 yourself or with the help of an Odoo partner.
The migration approach will vary depending on your current Odoo edition and the data that you want to migrate.
For Odoo Enterprise users, there is already an Odoo upgrade script >> https://upgrade.odoo.com/#onpremise
If you are using Odoo online or Odoo.sh then these are already integrated with the Odoo upgrade platform. So you can directly start the upgrade
from Odoo.sh backend.

Note: The Odoo enterprise upgrade script will migrate only the Odoo core apps and not any custom or third-party module. So in case if you are using any custom code or third-party module in Odoo v13 and you want to use them in Odoo v17 as well then you will have to migrate them in Odoo v17 as well.
If you want to migrate from the Odoo v13 community edition to the Odoo v16 Community edition then there is an OCA Odoo upgrade script that you can use to upgrade the data. Here again, you will have to ensure all the custom and third-party modules are migrated to Odoo v16 before you start the upgrade process.
The migration process is critical and the right approach depends on a lot of parameters like the current version and edition, the Odoo version and edition on which you want to migrate, what data you want to migrate, the number of customizations and third-party modules, your database size, your hosting, etc.
