Did you configured the outgoing mail server in the database ? If not, please configure it: https://www.odoo.com/documentation/16.0/applications/general/email_communication/email_servers.html

I have the mail server configured. I received an email when I invited users to register, but when I used the "Elearning: Course Invite" form, I did not receive the email.
