I created a internal user and Createa a new employee and add newly created user as related user, When i log in  with that user i need to show his own employee data, I added a record rule in Employee for Internal User groups but it doesn't work. If i set user as Employee officer or Adminstrator then only the record rule is work as Expected. Please suggest a solution for the above case

It sound's that you set the Record Rule on "Employee", not on "Public Employee"

Employee Officer see "hr.employee" if they login and navigate to Employees

Internal Users without that rights see "hr.employee.public"

Maybe it is not necessary to set the record rules. Only work-related data is displayed in the Public Employee View. Private information of other employees is displayed only to the officer/Admin on the Employee View
