In version 6.1, there was an option to disable it from Settings -> Customization -> Low level Objects -> Actions -> Server Action. But didnt find it in version 7

Make sure you have 'Technical Features' enabled for your user. You will then find the menu in Settings>Technical>Actions>Server Actions.

I think I have found the issue. You must opt-out on the partner form. Please see this bug report: https://bugs.launchpad.net/openobject-addons/+bug/1099181
