When the product is selected from the products list, the option to create and edit appears at the end of the list. How can I restrict this option for certain users?

Change the view and add option no_create and no_edit on product_id field like
<field name="product_id" options="{'no_create': True, 'no_edit': True}" ...

You can use <field name="product_id" options="{'no_create': True, 'no_edit': True}" />
'no create': True and 'no_edit': True will not allow you to create product from one2many
