I don't see what is different about this order and can't Validate it to make it Done. Can someone identify the cause of this error and how to resolve?

you have to change on the shipping method the provider, so that it's a fixed price instead of based on rules. If you have set rules to calculate the price, then you can of course also set the provider to "based on rules".
