Back to topic, I can not see any benefit in converting a web app on localhost with a non-standard port to a desktop app. Using a web app on localhost in general is not a recommended scenario.
Odoo is a web application. There is no desktop application. You should make yourself familiar with the underlying technologies and carefully read the Odoo developer documentation.
