There seems to be a problem with the way that this has been designed!
If you try to create a Delivery Order in the Inventory app, you get the message, but if you create a Quotation and confirm it, a Delivery is created and it can be validated.
There's a similar problem with Sales Orders. It does block creation of orders, but it's possible to copy an existing quotation for a customer that is on hold and that is allowed!
UPDATE: I logged these problems in GitHub, but the response so far is that these are features rather than bugs.
It operates through internal transfers. Upon selecting the partner, you will encounter a warning prompt. Proceed to create an internal transfer from the inventory.

Weird. has no one missed this feature? And Odoo hasn’t noticed it doesn’t work, when we make sales.
Perhaps this going to be fixed Odoo-14 ;-)
It is weird. I logged it in GitHub, and maybe you're right that they'll fix it.
Not looking very likely. Does anyone use this?
