I have updated restarted server, updated base and base_setup modules , still the .po files are not updating. Please help me out.

Hi Nitin,
If you've already had the language installed you'll need to update the translation terms. You can do this from settings > Translations > Load a translation and by checking on the "Overwrite existing terms" if you also want to load in changed terms:
P.S: You will need to activate developer mode in order to be able to access these options.
