Is there a way that when creating a PO, you can verify that if the field of the vendor is empty, the field of <deliver to> is also set as empty so that the user is the one who selects the warehouse?

I don't understand! The <deliver to> is not related to the Vendor. You can determine what is the default and the user can change it for each PO if required.
