in the keynote last week Odoo talked about all official themes are now open source for version 13.
Where can I download these?

Hi,
In the keynote Odoo experience, its told that all the themes will get open sourced, but still its not available anywhere to downloaded. Recently I have seen a tweet by some in the twitter on the same, the response from an Odoo Employee is that, it will get published soon in the Github Repository soon. Searched for the tweet now, but not able to see the same.

yes, not published yet. May be they need some cleaning for V13. But once available you can get in GitHub. Once published you can get here https://github.com/odoo
