Hi,
Odoo13 has get released. You can see the branch in the Odoo github repository: https://github.com/odoo/odoo
1. Regarding the new features Fabien has explained it during the opening Keynote last day, you can have a look at this video: https://www.youtube.com/watch?v=-V1cAiPDShc&t=240
2. Few models get merged with others for performance improvement, few models are:
account.invoice -> account.move
account.invoice.line -> account.move.line
account.invoice.tax -> account.move.line
3. Module like Coupon and Promotion Program, Odoo themes have been moved to the CE from enterprise.
4. Also the Payroll Module is removed from community now it will be part of Enterprise.

Hi Avinash,
Odoo 13 has been indeed released. It is now stable, final and you're able to use it as a production environment now.
1) You can find all new features in the release notes at
https://www.odoo.com/odoo-13-release-notes
2) No major features are removed. Rather some optimizations or changes but there have been no big removals (except for @api.multi being deprecated maybe). Besides of this accounting had a huge technical refactoring.
3) A big part of e-learning has been open sourced, all Odoo themes will be open sourced, loyalty system & scoring and a few minor things. I'll update this if I see some.
4) Payroll has been moved from community to enterprise. Most of the new features are in enterprise though. This includes mass sms, map views, planning, consolidation, referral and so on.
5) A big ORM refactoring has been done. You can follow the presentation from Fabien about this at https://docs.google.com/presentation/d/1cHuXcAz3dxqNdNt8nE4nDXmy_osC5_yPe70-SyBidkE/edit which speeds up Odoo 13 quite a lot. It should be up to 5 times faster as V12. There have been no major libraries integrated though. We got a more powerfull ORM now. :-)

I think payroll module is removed from community right? or is it available through any hidden group or model. can't find hr.payslip in community.
Indeed, you're right! I've edited my answer to mention payroll.

The themes are not yet publicly available actually. The web team is still migrating and improving the themes for V13. They will be published soon.
