It's probably specific to AskBot (the engine in the background) and not openerp.com.
the practical answer is that you are asking for problems when you accept more than the 'commonly seen' non-alpha chars.
The "practical" answer given is in violation with RFC 822. I would not be shocked that the people who are writing such bad implementations are YOUNGER than the 1982 draft of RFC 822.
To advocate ignoring RFCs leads down a path where the Internet stop working as without RFCs and following the RFCs the internet does not work.
