How can I change this to be a float value so I can use decimals?
How can I change the UOM to something more reasonable like CM/MM instead of M?
It seems strange that I am unable to change these parameters within standard Odoo configuration and have to adjust package dimensions by 1 metre intervals. Is there a logic to this restriction?

You can define as many UoM as you want with required propotion in the UoM masters. Eg - Meter is reference unit for length category. Under the length category, you can define cm which is smaller than the reference unit (meter in our case) by so and so ratio.
In product master use this (cm) as the base UoM and the same will populate in product packagings for the respective product.

Believe the package dimensions (Inventory > Configuration>Package type) is already in mm if your volume selection in general settings is cubic meters else it is in ft .. not sure if it has something to do with your localization
