I've seen in a \video an Odoo functionnal employee who says we can calculate the cost of a product produced,
I want to compute this with the sum of all its components.
Is it possible by default or something like that ? I don't see anything in the configuration.
Second question : I want to modify the product's cost when it's component's cost is modified,
do I have to do a specific development ?

I'm not sure about Odoo 11, but it is available in Odoo 12. You need to go into Apps and install the "Product Extension: Compute cost from BoM" module to enable this feature. Once you install this module you get a "Compute Price from BoM" link under the "Cost" field in the Product Template. Clicking on this link updates the Cost to the sum of the cost of the components defined in the BoM.
You may want to check whether this module is also available in Odoo 11.
