Internal Stock Transfer with two entries with in the same company
Ex : wh/stock to wh2/stock
Entry 1 : wh/stock to Transit location
Entry 2 : Transit location to wh2/stock
In this case we need to apply two validations and one alert message
1. Done quantity must be equal to Demand quantity else validation
2. Without validate source (Entry 1) destination(Entry 2) is not allowed to validate
3. Destination (Entry 2) side alert message after source (Entry 1) validated

Yes, you can manage all three points. You have to update the validate button method of the stock.picking model.
