Config of delivery methods has changed in V9 and I don’t seem to be able to specify different delivery prices per destination. What happened to the V8 setting "Advanced Pricing per Destination”.

Hi bob, You can always do it... configuration / delivery order ... you can specify country / state / zip by delivery.carrier...
Thanks Jérémy...do you mean setting up a delivery method per destination? Ok but that looks like an improper use of a delivery method to me.
