The concrete use case I am looking at is using the widget named "status_with_color" that is defined in the Projects module, but I'd like to avoid installing it since the module itself (apart for that widget) is not a dependency on my custom module.

In my experience you have to install that module in order to call it to your custom build (inherit it), or, you can put the certain code and have it built-in inside your module (which you need to write the code manually)
