How can i download the Human Resource module and install it on my ERP

Well it depends on what you need. If you want the install a comunity module not on the computer and this computer does not have an internet access, you can use the apps.openerp.com (from another computer) to browse for the desired module. After downloaded you must add it to your addons folder and restart the server. If you wish to install "the" HR module, from OpenERP it is already on your instalation addons directory. You just have to go to settings / installed modules and remove the filter "installed" on top right corner. Then you will be abble to see all modules available to install even if the computer has no internet access.

It kept saying "the base_setup is not available at the moment ...."

Yes. it has internet connection
It seems a strange situation. At least for me. The "base_setup" module, it's essentially a module that helps you configure the system on a fresh database install. Basically it will allow you to see the list of applications features allowing you to install them. You can try to access Settings / Installed Modules and remove the filter "installed". Type "base" in the search field and pree enter. Verify that the "base_setup" is installed. You can also verify if the "base" module is installed.
