We sell licenses for software, in packs.
We want to quote based on the selected pack - 5, 25, 50, etc - but also give Customers the chance to add additional licenses.
Is this possible?
Is this also something they can do after their Subscription has started?
Is there a way for Customers to add licenses via the Customer Portal?
Add your pack as one line item on the Quotation and your extra licenses as a second line item inside a section you can set as optional:

If you want them to have the ability to add licenses after their subscription has started, open the Recurring Plan via the Configuration Menu and check Add Products:
