Hi,
First you have to install the module base_import_module from the apps. Now you will get a new menu under settings, using this menu you can import the module.(module that doesn't contains python files). This method only work with module containing xml files.

If it is not the way you are looking, and module containing python files, add module  to the addons path and restart the service and install the module.
