In other words, is there no way to record labor cost for a manufactured product in Odoo 10? I’ve seen screen shots of work center setup that has costing and work center type (human / machine), but none of that is showing in my system.

Odoo Community does not support the use of costing information for Manufacturing Work Centers, it is an Enterprise feature.
Without this feature, some users record ‘the next best thing’ which would be to add standard labor hours to the BoM and consume them (adjusting up or down) like they do raw materials.
