Guess what.. Same issue... I watched a video on Odoo Support and this is what it instructed.

Go to the Accounting App--> Go to configuration -->Chart of Accounts --> if you do not have any accounts in there I would recommend creating 1 account manually for this to work.

Click the box next to code--> You will see (1) Select at the top then Action--> click Export -->a window called Export Data will open --> Choose the field you want to add to a Chart of account record.

I choose the following: 

• Code
• Account Name
• Type
• Allow Reconciliations

That makes sense, but after making these changes it returns the same error message. I also removed all placeholder characters, i.e. (dash, underline, etc.). The only values are numbers (no commas) and numbers in (brackets).

Tried multiple times, following recommendations above, and finally decided to spend half a day adding accounts manually.

The error is a generic error indicating Odoo cannot decipher the contents of the Total balance field in your file - it is trying to remove any currency symbol and thousand separators.

Ideally your field would contain values such as 654441.34 but we know that people also provide $654,441.34 so we try to simplify all numbers so they are strictly numeric.

Check the values in your file, or simplify them to remove any currency symbols and any thousand separators.​
