Is there a way to extend the process, that neutralizes the database in odoo.sh? For example, I write my own module and I want to write a function, that gets called when the database is neutralized, so that it also neutralizes my module.

You should write SQL queries, that neutralize your module. The queries should be in data/neutralize.sql
