In Odoo 9:
In Portal Users logins, user will be allowed to access his Billing/Projects through 'Portal' Menu, however such option is not available in Odoo 10.
Am I missing something.

Once logged in, access what was formerly known as the portal from the My Account menu under the login name:
Your user will then see:
Note: Screenshot is the Enterprise Edition, but it works the same way with the Community Edition.
Projects are moved to the website. Install the 'website_project' app in order portal users may observe projects/tasks. Besides, look at the apps 'website_project_issue', 'website_project_timesheet', 'website_project_issue_sheet'. Surely, all the named modules would install 'website' in your database.
