I would like to create a customer without VAT while setting the GST Treatment as "Registered business".

Hi Joshva,
If you have created VAT as tax items in Odoo, then go to sales module -> select the customer and remove the tax from the profile.

After creating company you can remove the default taxes from the accounting configuration..
