Go to Inventory app > Configuration > Settings, and set the ‘Removal Strategy’ field to ‘Closest Location’
Go to Inventory app > Configuration > Locations. In ‘Rack 1’ and ‘Rack 2,’ set the ‘Force Removal Strategy’ to ‘Closest Location’
