I create a new user with permission of  school administrator . But this user can't able to create new student . 

the error look like:

Access Denied

The requested operation cannot be completed due to security restrictions. Please contact your system administrator.

(Document type: Users, Operation: write)

I have given all permission to school/Administrator (R,W,D).  But no way to clear this error .
