Product Sale Price not automatically updated from Pricelist

Question

The public product sale price in both:
sales -> Products
purchase -> Products
Do not get automatically updated. I have defined a rule:
Price List -> Default Public Price list -> New Price = Base Price + 20% Markup. Based on Cost Price.
The cost price is set to average method. When creating the new product, I deliberately not set a pricing. Then I made a purchase order and received the product. The COST is updated. However, the public price as listed on the product page is not updated. The define

Make sure your rule has a lower sequence (higher priority) then the base rule (normally sequence of five).

It would seem that we need to define Public Prices manually. We can create multiple price list based on many attributes but for some reasons Openerp did not have an option to set public price based on a certain markup from price list.
